FlightOps Alignment Program (FOAP)

Airlines and their flight operations regulators manage operations specifications, PBN authorizations, and CNS mandate compliance largely in isolation — with no shared language, no common status view, and approval cycles that can stretch 12 months or more. GNSS Resilience & Interference Mitigation Program

GPS jamming and spoofing have moved from a niche worry to a live operational and revenue risk across many flight information regions. Modern air navigation — performance-based navigation, ADS-B surveillance, and network timing — all rest on a satellite signal that can be degraded from the ground, and states increasingly need to understand their exposure and demonstrate a credible response to ICAO and to the airlines that use their airspace.

BearCat helps air navigation service providers and regulators meet that challenge across three tiers: a fixed-fee vulnerability and posture assessment that maps FIR-level exposure; contingency and reversion planning that keeps the right conventional navaids, defines PBN contingency procedures, and underpins each change with a formal safety assessment; and the design of an interference monitoring and reporting framework, specified and overseen on a vendor-neutral basis. Counter-UAS: Airspace and Airport Integration

Counter-UAS capability is being procured across the region — by security agencies, airports and critical infrastructure operators. It is usually bought as equipment, but the harder problem is what surrounds it: detection systems must coexist with aeronautical radar, navigation aids and GNSS; alerts must reach the people who control the airspace; a response has consequences for aircraft operating lawfully in the same volume; and effectors often have no legal basis to transmit until spectrum and airspace approvals exist. These questions sit between the security agency, the aviation regulator, the spectrum regulator and the air navigation service provider — and are frequently owned by none of them.

BearCat advises on the aviation safety side of counter-UAS: requirement definition, regulatory pathway, siting and interference assessment, ATC and airport integration, concept of operations, safety assessment to aviation standards, and independent evaluation of tenders and trials.
